pertaining to several reforms that can make a real difference on the

toolkit contains a variety of materials, including model bills and
model testimony, designed to enable advocates to pursue legislation with
the hope of enacting these progressive innovations. Of course, the
feasibility and advisability of legislative reform will vary depending
on local laws and conditions.
